The Pacific Island Community of Oregon (PICO) advances educational equity for Native Hawaiian and Pacific Islander (NH/PI) youth through a culturally grounded, comprehensive youth development model. Over four years, PICO aims to reduce chronic absenteeism, decrease dropout rates, and increase graduation and postsecondary readiness by delivering eight integrated supports: youth sports and leadership development, after-school academic tutoring, mentorship, college readiness, career exploration, family engagement, culturally responsive mental health circles, and strong community partnerships. By addressing academic, social-emotional, and family needs together and centering NH/PI culture and community leadership. PICO creates a sustainable pathway that improves student outcomes and strengthens families and communities in the long term.
PICO Afterschool Program – David Douglas High School
PICO’s Afterschool Program, in collaboration with the Oregon Department of Education, the David Douglas School District, and through partnership with SUN Schools, supports Native Hawaiian and Pacific Islander (NH/PI) and other students through tutoring, mentorship, and enrichment activities. By combining academic support, college and career exposure, and culturally grounded programming, the program helps students improve attendance, strengthen academic and life skills, and prepare for graduation and postsecondary success, all within a safe, inclusive, and supportive learning environment.
NH/PI YOUTH LEADERSHIP COUNCIL
Developing our future leaders for tomorrow!
The PICO NH/PI Youth Leadership Council empowers Native Hawaiian and Pacific Islander youth to develop leadership skills, amplify their voices, and shape programs that impact their lives and communities. Through mentorship, civic engagement, and culturally grounded leadership development, youth gain confidence, build advocacy skills, and contribute to positive change within their schools and communities.
College Preparation and Financial AID/Scholarship Program
PICO supports students in planning for life after high school by providing college and career guidance, application support, FAFSA and financial aid assistance, and scholarship navigation. We help students and families understand their options and reduce barriers to higher education and training opportunities.
Academic Tutor Program
The PICO Academic Tutor Program provides Native Hawaiian and Pacific Islander (NH/PI) and other students with individualized tutoring and academic support in a safe, supportive environment. Through culturally responsive instruction, mentorship, and enrichment activities, the program helps students strengthen academic skills, improve attendance, and stay on track for graduation, college, and career success.
Mentorship Program
Connects youth with caring adults, coaches, and community leaders who provide guidance, encouragement, and positive role modeling. Through consistent relationship-building, youth develop confidence, leadership skills, and the tools needed to make healthy choices in school and life.
Workforce and Job Development
Workforce and Job Development services prepare youth for meaningful employment through career exploration, job readiness training, résumé and interview support, and connections to local employers. The program helps participants build practical skills, economic stability, and clear pathways toward long-term careers.
Mental Health Circles
Mental Health Circles provide safe, culturally grounded spaces where youth can talk openly about stress, identity, relationships, and life challenges. Guided by trusted facilitators, these circles promote emotional wellness, resilience, and peer support while reducing stigma around mental health within NH/PI communities.
Youth Sports and Fitness
Youth Sports and Fitness programs use athletics and physical activity to promote healthy lifestyles, teamwork, discipline, and leadership. Sports serve as an entry point to engage youth, build confidence, and reinforce positive habits that support both physical and mental well-being.
Family & Community Engagement
PICO actively engages families and community members through events, workshops, and shared decision-making. By strengthening family involvement and community connections, we create a supportive network that reinforces youth success at home, at school, and in the community.
Why Afterschool Program Matters?
After-school programs are more than just extended care — they are intentional learning environments that support academic success, social development, and lifelong opportunity. Research shows that students who participate in quality after-school programs are more likely to improve their academic performance, strengthen classroom engagement, and deepen their connection to school. National evaluations have found that over 40% of students in after-school programs improve their reading and math grades, and those attending regularly make even greater gains.
These programs also provide a safe, structured space during peak hours for juvenile risk, helping reduce behaviors such as drug use or delinquency by keeping youth engaged in positive activities. Beyond academics, after-school participation supports social and emotional development, including stronger communication, teamwork, resilience, and leadership skills — all of which are critical for healthy identity formation and long-term success.
For Native Hawaiian and Pacific Islander (NH/PI) youth, who often face cultural, educational, and economic barriers, after-school programs provide culturally responsive support that reinforces pride in identity while bridging gaps in academic achievement and opportunity. These programs help create a sense of belonging, enhance school attendance, and foster protective factors that contribute to reduced risky behaviors and increased aspirations for higher education and career success.
